BURLINGTON, Wash. — A collision was partially blocking the I-5 southbound off-ramp to SR 20 near milepost 230 Friday afternoon, according to the Washington State Department of Transportation.
The ramp is the exit used by drivers heading toward Burlington, Anacortes and the surrounding area.
