Former Renton Man Gets 15 Years for Child Sex Abuse Images

SEATTLE, Wash. — A former King County man has been sentenced to 15 years in federal prison for producing images of child sexual abuse involving a 4-year-old child.

Justin D. Carr, 38, formerly of Renton, was sentenced Monday in U.S. District Court in Seattle. He will serve the federal sentence concurrently with a 15-year state sentence imposed in King County Superior Court for sexual assault of a child.

“This prison sentence will protect the public for a significant period, while the lifetime supervised release should ensure Mr. Carr cannot prey on a vulnerable child again. These cases and the protection of children are a priority for our office, and I appreciate the partnership we have with the King County Prosecuting Attorney’s Office to keep these offenders away from children.”

First Assistant U.S. Attorney Neil Floyd

Carr also was sentenced in Colorado for possession of child sexual abuse material.

Images Discovered During Trip to Colorado

Carr was arrested May 14, 2024, after an adult witness discovered images of the abuse on Carr’s phone while the two were traveling to Colorado.

According to court records, the witness recognized the 4-year-old child in the images and immediately called 911. Carr was then arrested.

Metadata associated with the images indicated they were produced in Renton, according to federal prosecutors.

The Renton Police Department and FBI investigated the case.

Federal Sentence Includes Lifetime Supervision

U.S. District Judge Kymberly K. Evanson sentenced Carr to 15 years in federal prison. She also ordered him to serve lifetime federal supervised release after his prison term.

Floyd said protecting children remains a priority for the U.S. Attorney’s Office and credited the King County Prosecuting Attorney’s Office for its partnership in the case.

Carr’s federal sentence will run concurrently with his 15-year state sentence.

Case Prosecuted Under Project Safe Childhood

Special Assistant U.S. Attorney Laura Harmon prosecuted the federal case. Harmon is a senior King County deputy prosecutor specially designated to prosecute child exploitation crimes in federal court.

The case was brought through Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation and abuse.

The program coordinates federal, state and local resources to investigate and prosecute people who exploit children and to identify and rescue victims.
