BELLINGHAM, Wash. — Whatcom County authorities, working in coordination with federal partners, continue to pursue a range of criminal cases alongside routine daily arrests, which make up the Whatcom County booking report.
This week’s booking report is led by a major, multi-agency investigation tied to a violent incident that began in Ferndale and ended in an officer-involved shooting in Maple Falls. Authorities say one suspect was killed and another taken into custody following a coordinated response involving the Whatcom County Sheriff’s Office Special Response Unit and multiple law enforcement partners. The case remains under independent investigation through the Law Enforcement Multi-Agency Response Team, with additional charges and warrants still being processed as detectives continue to build the full timeline of events.
Alongside major case activity, local agencies continue to process a steady volume of arrests across DUI, traffic, and municipal violations as part of the region’s daily booking cycle.

James, 38, of Bellingham, was booked into the Whatcom County Jail on April 26 following an officer-involved shooting at a property on Kendall Road in Maple Falls. Investigators linked her and co-suspect Luis E. Fernandez, 36, to a shooting around 4:20 a.m. on April 25 in the 3500 block of North Red River Road in Ferndale that left a 34-year-old man in critical condition. As a result, the Whatcom County Sheriff’s Office Special Response Unit, including crisis negotiators and a multi-jurisdictional SWAT team with officers from Lynden and Ferndale PDs, responded to the Maple Falls address on April 26 to apprehend both suspects. During the encounter, Fernandez was shot and died at the scene. No officers were injured. Meanwhile, James was taken into custody without further incident.
In connection with the investigation, charges filed against James include a homicide investigation, Robbery 1st, and Residential burglary in Lummi Tribal Court, along with two counts of attempted homicide related to the Ferndale shooting. In addition, her booking record includes an assault and battery 3rd DV warrant (Lummi Tribal Court, $500), a possession of drugs by a prisoner warrant (Whatcom County Superior Court, $10,000), and multiple theft and shoplifting warrants out of Bellingham Municipal Court. Furthermore, the Bellingham Police Department is serving as lead agency for an independent Law Enforcement Multi-Agency Response Team investigation into the officer-involved shooting.
